Mr. Rothman is an associate of the firm and practices in the Public Finance & Economic Development Practice Group and the Municipalities and Quasi-Governmental Agencies Industry Team. His practice focuses on municipal finance law, state and local agency finance law, and industrial development. Prior to joining Harris Beach, Mr. Rothman served as assistant county attorney in the Contracts and Real Estate Bureau of the Westchester County Attorney’s Office in White Plains, New York. He was responsible for the purchase and sale of real property for Westchester County, including the drafting of contracts of sale and management agreements, review of title reports, zoning issues and running closings for affordable housing developments, open space, as well as other uses. Mr. Rothman also drafted and negotiated leases, including for business facilities, educational facilities and court facilities; created easements for utility companies, transportation corporations, municipalities and individuals as well as permits and licenses; and negotiated and drafted service agreements. Mr. Rothman handled a variety of municipal finance matters, including bond sales, bond anticipation notes, and tax anticipation notes. He also drafted and negotiated license agreements, credit support agreements, and guaranty indenture and bond sale agreements relating to the privatization of Westchester County Health Care Corporation. Mr. Rothman assisted in ensuring compliance with New York State Department of Environmental Protection Orders for the protection of the New York City Watershed.
Mr. Rothman is a New York State Fee Dispute Resolution Program Arbitrator in the Ninth Judicial District, Westchester County.
