Mr. Garry is a partner of the firm and a member of the Business & Commercial Litigation and Public Finance & Economic Development Practice Groups. Mr. Garry is familiar with all aspects of development projects from both municipal and private development perspectives. He has extensive experience representing major commercial and residential developers. Mr. Garry is knowledgeable in all phases of site-plan applications, subdivision review, special permit applications, re-zonings and variances. In this respect, Mr. Garry has appeared before numerous state agencies and commissions, local town boards, village boards, planning boards and zoning boards of appeal. He has successfully represented developers and municipalities in proceedings challenging administrative determinations pursuant to CPLR Article 78, declaratory judgment actions and actions alleging breach of contract.
Mr. Garry has legal experience representing municipalities, previously serving as interim Village Attorney of The Incorporated Village of Hempstead as well as special counsel to many towns and local agencies. Mr. Garry has provided legal advice to municipalities and their agencies on issues such as the development and implementation of a master plan, the creation and impact of municipal easements and restrictive covenants, compliance with the State Environmental Quality Review Act, the creation of planned development districts, transportation issues and smart growth projects.
Thomas J. Garry is the Vice Chairman of the Nassau Democratic Committee, Chief Counsel to the Democratic Commissioner of the Nassau County Board of Elections, and Chief Counsel to the New York State Democratic Chairman Jay S. Jacobs. Mr. Garry is a recognized authority on New York State Election Law and has acted as counsel to numerous New York political campaigns including statewide and presidential campaigns. He is also a member of the Long Island Regional Planning Council, an agency charged with developing Long Island’s growth strategy.
