Mr. Schachter is a member of the firm and co-leader of the Public Finance and Economic Development Practice Group. He also practices in the Tax Law Practice Group and the Educational Institutions Industry Team. His primary areas of practice are serving as bond counsel, underwriter’s counsel, and tax counsel on tax-exempt financings.
Mr. Schachter serves as bond counsel and special tax counsel to over 85 municipalities, school districts and improvement districts in connection with general obligation bond financings and tax exempt equipment lease financings, and to local housing authorities in connection with affordable and low-income housing bond financings.
Mr. Schachter has served as bond counsel, underwriters counsel or tax counsel in connection with bond financings issued by numerous state agencies and authorities, including the Dormitory Authority of the State of New York, the New York State Housing Finance Agency, the New York State Thruway Authority, the Virgin Islands Public Finance Authority, the Guam Power Authority, the Maine Public Utility Financing Bank, the Rhode Island Industrial Facilities Corporation, and the State of Connecticut Health and Educational Facilities Authority.
Mr. Schachter has also served as bond counsel to over 20 industrial development agencies located throughout New York state and has extensive experience serving as underwriter’s counsel, tax counsel, letter of credit bank counsel, and borrower’s counsel on all types of IDA financings.
As tax counsel, Mr. Schachter’s practice includes providing tax advice relating to the structuring of financings to comply with the tax law, addressing on-going arbitrage and rebate issues, determining qualified versus unqualified costs, reviewing reissuance questions, structuring advance refunding escrow transactions and securing private letter rulings for the Internal Revenue Service.
