Mr. Bar‑Levav is a member of the firm and practices in the Public Finance and Economic Development Practice Group. For more than 30 years, Mr. Bar-Levav has served as bond counsel and underwriters' counsel in connection with more than 1,800 financing transactions involving the issuance of more than $90 billion aggregate principal amount of general obligation bonds; revenue bonds (including financings for health care, single and multi‑family housing, infrastructure, industrial development, correctional facilities, municipal water, sewer and solid waste, public power, local furnishing of electricity and gas, educational facilities, and transportation) and certificates of participation.
Issuers for whom Mr. Bar‑Levav has served as bond counsel or underwriters' counsel include: the Dormitory Authority of the State of New York, the New York State Housing Finance Agency, the State of New York Mortgage Agency, the New York State Empire Development Corporation, the New York State Thruway Authority, the Metropolitan Transportation Authority, the Triborough Bridge and Tunnel Authority, the New York State Environmental Facilities Corporation, the New York State Energy Research and Development Authority, the Power Authority of the State of New York, the New York Local Government Assistance Corporation, the Battery Park City Authority, The City of New York, the New York City Health and Hospitals Corporation, the New York City Housing Development Corporation, the New York City Industrial Development Agency, the New York City Transit Authority, the Nassau County Industrial Development Agency, the City of Yonkers Industrial Development Agency, the State of Connecticut, the Connecticut Housing Finance Authority, the Connecticut Health and Educational Finance Authority, and the City of New Haven, Connecticut, the Rhode Island Housing and Mortgage Finance Corporation, and the United States Virgin Islands.
Mr. Bar-Levav serves as Public Finance and Disclosure Counsel to the New York State Division of the Budget and has served as special disclosure counsel for general obligation bonds issued by the states of Connecticut and Louisiana.
In the Corporate Finance area, Mr. Bar‑Levav has acted as underwriters' counsel in connection with public and private mortgage‑backed financings, purchaser's counsel in connection with privately placed leveraged lease financings, and bank counsel in connection with letter of credit transactions.
Professional & Community Activities
Mr. Bar‑Levav is a member of the National Association of Bond Lawyers, as well as its Subcommittee on Electronic Disclosure, the New York State Economic Development Council, and The Municipal Forum of New York, and has been a lecturer in a Government Finance Officers Association municipal finance seminar. Mr. Bar-Levav is also a board member of the New York Region of the Jewish National Fund.
