Frank J. Rubino

Mr. Rubino is of counsel to the firm and a member of the Public Finance and Economic Development Practice Group and the Municipalities and Quasi-Governmental Agencies Industry Team. Mr. Rubino served as corporation counsel for the City of Yonkers from 2003 until his retirement in March 2010. As corporation counsel, Mr. Rubino provided legal counsel to the mayor, the city council, commissioners and other top level management throughout the city on a wide range of topics related to the operation of municipal government. As chief legal officer, his responsibilities included rendering legal advice and opinions for various boards and agencies, such as the planning board, zoning board, waterfront development corporation, community development agency and industrial development agency. He directed all litigation and set legal policy for all city agencies. In addition, Mr. Rubino administered the law department, comprised of 25 employees, including 14 attorneys, investigators and support staff with a budget of approximately $2 million. From 1999-2003, Mr. Rubino served as first deputy corporation counsel for the City of Yonkers. From 1996-1999, he was vice president of legal affairs and general counsel for the Roosevelt Island Operating Corporation. In this role, Mr. Rubino was chief legal counsel for the corporation on a wide range of issues, including public safety and law enforcement, public transportation, ground leases, commercial leases, financial work out agreements, commercial service and procurement contracts, EEO, landmarks, and labor contracts. He was also involved with the development of 2,000 units of residential housing, condominium/cooperative conversions, an assisted living/elder care facility and a hotel and conference center. Prior to this position, Mr. Rubino was deputy employment counsel for the New York City Department of Sanitation. He began his legal career in private practice focusing on the general practice of law, including real estate transactions.
Professional & Community Activities
Mr. Rubino is a member of the New York State Bar Association and the Allerton Avenue Community Association. He is also serving as Special Counsel to the Land Use Law Center for municipal redevelopment law and has completed the Land Use Leadership Alliance Program.
