Joseph Amicone
Senior Counsel
Mr. Amicone is senior counsel to the firm and practices in the Public Finance and Economic Development Practice Group. He focuses his practice in the areas of municipal law, state and local finance law, industrial development, general economic development initiatives as well as energy matters. Prior to joining Harris Beach, Mr. Amicone was assistant counsel at the New York State Thruway Authority where he dealt with real property matters as well as other regulatory issues including Public Authorities Accountability Act and SAPA compliance. Previously, Mr. Amicone served as assistant counsel to Governor George E. Pataki where he advised the governor and senior staff on matters pertaining to economic development, energy and public authorities and negotiated the Governor’s Program Bills pertaining to those issues. Mr. Amicone also served for two years as Director of Brownfield Development at Empire State Development. In that role, he provided advice and counsel on the state’s new Brownfield Cleanup Program (BCP) and its tax credits for economic development projects throughout the state, working with developers, municipalities and other state agencies to shepherd the projects into and through the BCP. Following graduation from law school, Mr. Amicone served in the Division of Legal Affairs at the New York State Department of Environmental Conservation where he was involved in the administration of the Clean Water/Clear Air Bond Act of 1996. He also served in the Litigation Bureau of the Office of the New York State Attorney General. Following his service with the Attorney General, Mr. Amicone served as a litigator with Albany-area law firms.
