Mr. Miller is a member of the firm and practices in the Public Finance and Economic Development Practice Group and serves on the Municipalities and Quasi-Governmental Agencies and the Nanotechnology Industry Teams.  He focuses his practice in the areas of municipal law, state and local finance law, and industrial development.  Mr. Miller has extensive experience counseling public benefit corporations, local development corporations and municipalities regarding large infrastructure projects and financings.  He also provides legal counsel in the areas of public, industrial and commercial finance, formation and administration of special districts, SEQRA compliance, formation of not-for-profit entities, and general economic development initiatives, including New York’s Empire Zone Program.

Prior to joining Harris Beach, Mr. Miller was an associate with a Glens Falls, New York law firm where he practiced in the areas of municipal law, economic development, business and corporate law, environmental law, and complex real estate transactions. He also served as senior counsel to the New York State Environmental Facilities Corporation where he managed complex environmental infrastructure financings for municipalities, businesses and community agencies throughout New York state.

Professional & Community Activities

Mr. Miller is a member of the New York State Bar Association where he serves as a committee member for the Municipal Law Section and the Environmental Law Section. He is also a member of the National Association of Bond Lawyers, New York State Economic Development Council, and New York Planning Federation.

While attending Albany Law School, Mr. Miller served as a legislative aide to the New York State Senate, Office of Deputy Majority Leader, and as an intern for the New York State Department of Environmental Conservation, the Department of State, and the New York State Assembly.

Mr. Miller is a Third Degree Master Mason and belongs to Avon Springs Masonic Lodge #570, F&AM, in Avon, New York, and also serves as a co-founder of the Joseph C. Foiadelli Public Service Fellowship at Albany Law School.
