Kate L. Hill
Associate

Ms. Hill is an associate of the firm.  She practices in the Labor and Employment Law Practice Group and serves on the Educational Institutions Industry Team.  She focuses her practice on advising school districts on legal issues, with an emphasis on special education and disability issues.  Ms. Hill represents school districts in impartial due process hearings, appeals to the Office of State Review, and federal and state court actions.  She also counsels school districts on a wide range of topics including their duties and responsibilities under the Individuals with Disabilities Act (IDEA), Section 504 of the Rehabilitation Act of 1973, student records and privacy issues, board of education procedures, student discipline issues, residency issues, issues related to employees and termination, PINS petitions, and Office of Civil Rights complaints.  Ms. Hill prepares and submits legal memoranda to federal and state courts and administrative agencies in matters involving employment and discrimination claims, appeals to the Commissioner of Education, and Article 78 petitions.  In addition, Ms. Hill assists educational institutions and businesses with their policies, procedures, handbooks and manuals in compliance with state and federal laws.

In addition, Ms. Hill counsels corporations, educational institutions, and large and small employers in the area of employee benefit issues, including COBRA compliance.

Professional & Community Activities

Ms. Hill is a member of the Greater Rochester Association for Women Attorneys, the Monroe County Bar Association and the New York State Bar Association. While in law school, Ms. Hill was a member of the University at Buffalo Mock Trial Team and Justice of the Carlos C. Alden Chapter of Phi Alpha Delta Law Fraternity.
