Mr. Murray is a member of the firm and practices in the Public Finance and Economic Development, Environmental Law, and Commercial Real Estate Practice Groups, and serves on the Real Estate Developers, Energy and the Telecommunications and Media Industry Teams.  His practice focuses on commercial real estate development, municipal, industrial development, and environmental law.  He represents large and small real estate developers, municipal entities, and companies in financing, leasing, and other matters related to real estate development/expansion and application of the Empire Zone Program, Brownfield Cleanup Program, and federal Renewal Community/Empowerment Zone Programs.  Mr. Murray focuses on structured financings involving straight-lease transactions and bond transactions involving industrial development agencies and has significant knowledge and experience in working with these programs and the overlay of other local, state and federal benefits.  His practice also includes counseling clients concerning issues arising under the State Environmental Quality Review Act with respect to land use issues.

Prior to entering the legal profession, Mr. Murray served as an environmental specialist for the federal government with respect to public and private projects affecting wetlands, dredge spoil contaminants, and endangered and threatened species.

Prior to joining Harris Beach, Mr. Murray was an associate with a Buffalo law firm where he focused his practice on federal and state tax law, economic development law, not-for-profit law, corporate law, and low-income housing tax credit projects.

Professional & Community Activities

Mr. Murray is a member of the New York State and Erie County Bar Associations. He is also a member of the New York State Economic Development Council, Empire Zone Section and the Buffalo-Niagara Partnership's Brownfields Task Force and Manufacturer’s Council, as well as a member of the board of the National Association of Industrial & Office Properties, Upstate NY chapter. In 2005, Mr. Murray was selected as one of Buffalo’s Up and Coming Attorneys by The Daily Record.
