Robert J. Ryan

Mr. Ryan is a member of the firm. He practices in the Public Finance and Economic Development Practice Group, focusing on statewide economic development initiatives, including the Empire Zones Program. He is also part of the Government Compliance and Investigations Team, focusing on matters related to corporate governance issues. Mr. Ryan is a certified instructor for the Public Authority Accountability Act of 2005, and trains clients and boards of directors in corporate governance. Prior to joining Harris Beach, Mr. Ryan served as assistant counsel to Governor George E. Pataki. He advised the governor and senior staff on major economic development initiatives, and drafted and negotiated the governor’s Program Bills, including Empire Zones Reauthorization, Public Authorities and Industrial Development Agency Reform. Mr. Ryan was general counsel to the New York State Department of Economic Development before serving as the governor’s assistant counsel. He advised the department’s commissioner on statewide economic development programs and represented the department at public hearings and at meetings with business and community groups. Mr. Ryan began his New York state government career in 1997 with the Governor’s Office of Regulatory Reform. Prior to entering law school, Mr. Ryan was a financial analyst and student loan program coordinator at Rensselaer Polytechnic Institute. He also was an equity syndicate associate with First Albany Corporation.
Professional & Community Activities
Mr. Ryan is a member of the New York State Bar Association, the New York State Economic Development Council, and the New York State Business Council. Mr. Ryan serves as Planning Board attorney to the Town of Poestenkill.
