Mr. Ingraham is a member of the firm. He practices with the firm’s Health Care Industry Team as well as its Government Compliance and Investigations Practice Group. He focuses on health care regulatory compliance, concentrating on the counseling and defense of health care providers on matters pertaining to Medicare and Medicaid reimbursement and other concerns for potential fraud and abuse. He also represents health care facilities and individuals in professional discipline proceedings, as well as negotiations with government entities in the course of billing and other compliance investigations. He has litigated extensively on behalf of health care providers in federal and New York courts and administrative tribunals.

Mr. Ingraham is a member of the New York State and District of Columbia Bar Associations. He is also a member of the American Health Lawyers Association.
Mr. Ingraham has delivered lectures to employers, attorney groups, hospital associations, medical and nursing staffs, and other health facilities on issues such as fraud and abuse, regulatory compliance, confidentiality, peer review, the law of medical malpractice, rate reimbursement, and the defense and/or negotiation of billing and payment matters with federal and state entities.
Mr. Ingraham is a co-author of the HIPAA Privacy Guidebook, Commerce Clearing House, Inc., 2003. It is a comprehensive summary of the federal HIPAA Privacy Rules, with explanatory text, model forums and model policies and procedures to assist providers with HIPAA compliance.
