Terrance P. Flynn, the former Presidentially appointed United States Attorney for the Western District of New York, is a member of the firm of Harris Beach and the co-leader of its 13 office Government Compliance and Investigation Practice Group and is also a member of its Business and Commercial Litigation and Insurance Litigation and Product Liability Defense Practice Groups. Mr. Flynn possesses degrees in accounting and law from the University of Notre Dame and the University of Buffalo Law School. He regularly advises Fortune 500 or large privately held companies, including Walmart, Facebook and Continental Airlines, on such matters as corporate compliance, commercial litigation, product liability or personal injury litigation. Mr. Flynn’s practice also includes representing individuals, businesses and institutions in white collar crime matters.
Prior to joining Harris Beach, Mr. Flynn served as the United States Attorney from March 2006 to January 2009. In that capacity, he was the chief civil lawyer and criminal prosecutor for the United States and all of its agencies in the 17 county region of the Western District of New York and responsible for the management of two offices (Buffalo and Rochester), which oversaw more than 130 personnel, including 57 attorneys. Specifically, he was responsible for the overall civil affirmative enforcement, civil defense and criminal prosecution of approximately 4,200 cases, encompassing such areas as government compliance, health care fraud, international trade, white collar fraud, and numerous other civil and criminal matters. During his tenure, the U.S. Attorney's Office for the Western District of New York recovered on behalf of taxpayers over $124 million through both affirmative civil and criminal enforcement of fraud against the government.
Prior to his confirmation as the United States Attorney, Mr. Flynn was a trial partner who litigated and tried cases throughout New York state, including the New York City metropolitan area. Mr. Flynn represented in that capacity numerous Fortune 100 and 500 corporations, including but not limited to, General Motors, Toyota, Ford, Chrysler, Raytheon, Black & Decker, Hertz, and Westinghouse.
Professional & Community Activities
Mr. Flynn is currently a director of the National Association of former United States Attorneys. He is a member of the Board of Directors of the Boys & Girls Clubs of Buffalo and the Federal Bar Council Foundation. Mr. Flynn has served as the President of the University of Buffalo National Law School Alumni Association, as well as held various other officer positions within that national organization. He has also served as an active volunteer at the Buffalo Ronald McDonald House, United Way, Erie County Bar Foundation, and the New York State Bar Association's Committee for Mass Disaster Response for the State of New York. Mr. Flynn is the recipient of the Federal Law Enforcement Foundation’s Community Service Award, the Western New York Law Enforcement Chaplaincy Association Community Service Award, and numerous recognitions from federal, state and local law enforcement and investigatory agencies.
