Timothy A. Frateschi

Mr. Frateschi is a member of the firm.  He practices in the Municipalities and Quasi-Governmental Agencies Team and the Public Finance and Economic Development Practice Group, where he represents governmental and quasi-governmental agencies in various aspects of law.  He also serves on the Energy Industry Team.  Mr. Frateschi represents several municipalities throughout central New York in all areas of general municipal law, land use planning, environmental review, collective bargaining agreements, creating special districts, and negotiating tax certiorari cases.

From 1997- 1999, Mr. Frateschi was regional director for the Empire State Development Corporation, where he oversaw all state related economic development activities within Cayuga, Cortland, Madison, Onondaga, and Oswego Counties.  From 1992-1997, Mr. Frateschi was chief of staff for State Senator John A. DeFrancisco.  Prior to joining Harris Beach, Mr. Frateschi was a named partner of a Syracuse, New York law firm, where he focused his practice on municipal law, corporate law, real estate transactions, real property law, and civil litigation.

Professional & Community Activities

Mr. Frateschi is the Chairman of the Town of Salina Planning Board and he previously served on the boards for the Hiscock Legal Aid Society, Literacy Volunteers of Greater Syracuse, the Education Information Centers, and the Syracuse Community Health Center.
