Attorneys Doreen Klein, an experienced litigator; Marco D. Silva, who focuses on commercial real estate matters; and Ibrahim Tariq, who concentrates on labor and employment law; have been elected partners of Harris Beach PLLC, effective Jan. 1, 2024.
Doreen Klein, based in the firm’s White Plains office, is an experienced litigator who represents private and public sector clients in a wide range of complex commercial litigation and white collar defense matters.
As a commercial litigator, Doreen has represented and counseled individuals, companies and municipalities in cases involving ownership disputes, breach of contract claims, tort actions, and state and federal constitutional law issues. Doreen has experience in Article 78 litigation, as well as state and federal False Claims Act cases.
Doreen’s experience in white collar defense matters includes state and federal investigations involving allegations of fraud, bribery, and kickback schemes. She has conducted internal investigations in cases involving embezzlement, violations of internal processes and SEC disclosures. Doreen has experience with international investigations, including as a member of the monitor’s team appointed by the New York State Department of Financial Services to review the compliance function of an international bank.
Doreen has tried numerous cases to verdict, and has extensive appellate experience, having briefed and argued numerous cases in New York’s appellate courts.
Prior to joining private practice, Doreen spent 15 years as a New York County Assistant District Attorney, where she investigated and prosecuted cases ranging from street crime to fraud in the sale of securities and insurance kickbacks.
Marco D. Silva
Marco D. Silva, who works from the firm’s New York City and Long Island offices, represents clients in a wide range of business and commercial transactions, with a focus on commercial real estate, including acquisitions and sales, leasing, secured financing, land use and zoning matters and related litigation, as well as the prosecution and defense of mechanic’s lien foreclosures, adverse possession, partition, ejectment and commercial evictions, quiet title, and other commercial disputes.
Marco has won approvals for various Transit Oriented Development projects for developers and has negotiated wireless transmission tower leases for both public and private clients.
He also represents businesses in corporate transactions and litigation and has years of experience as counsel in the title industry.
Marco’s work for Harris Beach’s Cannabis Industry Team includes negotiating leases, subleases, lease assignments and assumption agreements, as well counseling landlords and tenants on cannabis-specific considerations.
Marco provides a unique perspective, with a broad scope of experience in law, business and public policy. He previously worked as counsel to New York State Senator Jack Martins, now a partner at Harris Beach. In that role he served as principal representative in the Senator’s office, authoring and collaborating on hundreds of bills, including more than 120 enacted into law by the New York State legislature. He coordinated work with committee chairpersons on legislation, hearings and task forces, and also worked on State policy, affecting minimum wage, paid family leave and non-legislative matters such as aquifer protection.
Ibrahim Tariq, based out of the firm’s Rochester office, couples labor and employment litigation with strategic and day-to-day employment law counseling for business owners, executives, and human resources professionals.
Among his litigation experience, Ibrahim represents employers through the full scope of employment law claims, including unlawful terminations, workplace harassment, discrimination and retaliation, disputes over employee family and medical leave, unpaid wage or benefits claims, and litigation over employment and non-compete agreements. He represents employers before all state and federal courts in New York, as well as in administrative proceedings within the New York and U.S. Departments of Labor, the New York State Division of Human Rights, the New York City Commission on Human Rights, and the federal Equal Employment Opportunity Commission.
As a trusted company advisor, Ibrahim has in-depth experience in counseling companies of all sizes on strategic or company-wide issues. His work includes guiding companies through complex matters such as hostile executive transitions, negotiating management or employee separations, advising on layoffs and reductions-in-force through WARN Act considerations, and serving as an investigator in response to internal claims of troubling workplace conduct. He also serves as an outside trainer to both company workforces and company management on issues such as anti-harassment requirements.
Ibrahim’s counseling practice also includes regular advice on day-to-day workplace or human resources matters, including managing legally-protected employee leave under the Family and Medical Leave Act, New York Paid Family Leave and similar laws, hiring-and-firing compliance, wage-and-salary matters, and contractual matters such as employment and compensation agreements.
In addition, Ibrahim serves as a member on the firm’s Hiring Committee, and previously served a two-year term on the firm’s Associate Advisory Committee.
Ibrahim joined Harris Beach as an associate in 2016 after two years as a summer associate in 2014 and 2015. Before joining the firm, he served as a Judicial Extern for Hon. William M. Skretny in the United States District Court for the Western District of New York. He also interned in the New York State Division of Human Rights and the Monroe County District Attorney’s Office.
