Former New York State Assistant Medicaid Inspector General Matthew D. Babcock is joining Harris Beach PLLC as a senior counsel in its Government Compliance and Investigations Practice Group and Health Care Industry Team. Matt provides the firm’s health care clients with experienced counsel to address complex healthcare regulatory compliance concerns and manage clinical and business operations.
Matt comes to Harris Beach after a distinguished career that includes senior roles with the New York State Department of Health and C-Suite roles with St. Elizabeth Medical Center in Utica and Excellus Health Plans. At Harris Beach, Matt focuses on health care clients under the oversight of state and federal regulatory agencies, including those facing scrutiny from government investigations into fraud, waste, and abuse in programs such as Medicaid and Medicare. Matt also has experience in issues concerning health insurers and managed care plans.
While in state government, Matt served as Deputy Director of the Bureau of Program Counsel in the Division of Legal Affairs at the New York State Department of Health, where he oversaw attorneys providing legal counsel to both fee-for-service and managed care Medicaid programs, other New York state healthcare programs, and legislative, budget, and regulatory initiatives.
He also spent 10 years as a New York State Assistant Medicaid Inspector General, where he organized and managed the Bureau of Compliance in the Office of the Medicaid Inspector General and provided guidance, oversight, and assessment of compliance programs as he led the nation’s first Medicaid program integrity compliance initiative.
Prior to serving in his government roles, Matt served as Vice President and Chief Operating Officer for St. Elizabeth Medical Center and Executive Vice President/General Counsel and Acting CEO for the Excellus Health Plans Utica-Watertown Division.
Matt’s experience with New York state regulatory matters further strengthens the growing Harris Beach statewide health care practice. The firm represents an array of health care organizations in legal matters including regulatory compliance, immigration, real estate, cybersecurity, labor and employment, financing, mergers and acquisitions, litigation, clinical operations and day-to-day general counsel.
