Jeffrey E. Storch, an experienced public finance and municipal attorney who has acted as bond counsel, underwriter’s counsel, issuer’s counsel or insurer’s counsel on thousands of general obligation and revenue bond issues in New York and Connecticut, has joined Harris Beach PLLC as partner. Jeff will oversee all aspects of the nationally recognized New York general obligation bond practice at Harris Beach and he looks forward to expanding the firm’s presence throughout the state.
Jeff has a diverse legal background that includes roles in Big Law, at a boutique firm, as in-house counsel and as founder of his own New York City firm, The Law Offices of Jeffrey E. Storch. He brings over 22 years of legal experience representing New York counties, cities, towns, villages, school districts and municipal corporations. At the state level, Jeff has been involved in a multitude of New York State Environmental Facilities Corporation transactions, including financings with the Dormitory Authority of New York State and the New York State Housing Finance Agency.
Jeff has also represented numerous 501(c)(3) issuers in connection with revenue bond financings through the New York City Industrial Development Agency, Build NYC and other local development issuers. He is counsel to the New York Liquid Asset Fund, a municipal cooperative investment fund for local governments and school districts. In addition to public finance, Jeff has extensive experience in real estate law, election law and municipal law.
Jeff joins the Harris Beach Public Finance and Economic Development Practice Group, which provides counsel to New York state, cities, counties, towns and other municipalities, school districts and various other public entities regarding the issuance of general obligation debt to finance capital projects, cash flow management, refundings, revenue shortfalls and deficit liquidation. With Jeff as partner, the Harris Beach team now offers combined experience from rendering opinions and representing clients in more than 5,000 transactions involving general obligation and revenue bonds in excess of $200 billion.
Harris Beach public finance attorneys serve as bond counsel, special tax counsel, underwriters’ counsel, purchaser’s counsel and special disclosure counsel. They also advise numerous Industrial Development Agencies on showcase economic development projects statewide.
As partner, Jeff will also work closely with the Harris Beach Education Institutions Industry Team as bond counsel and underwriter’s counsel on capital project financings for school districts, colleges, private not-for-profit schools, library systems and educational facilities for developmentally disabled children.
