Peter has 27 years’ experience representing a wide variety of clients in the health care industry, including hospitals, physicians, health homes, home care providers, nursing homes, urgent care centers, clinical laboratories, managed long term care plans, durable medical equipment suppliers, and many other providers and suppliers, both institutional and individual.
He specializes in creating and implementing compliance programs, defending payer audits, leading internal investigations, handling complex government investigations, working on self-disclosures to government agencies and private payers, and assisting his clients with the myriad health care compliance and regulatory issues they confront on a daily basis.
Peter has successfully represented clients in a wide variety of matters involving the New York State Office of the Medicaid Inspector General, the U.S. Department of Health and Human Services, Office of Inspector General, the U.S. Attorney’s Office, the New York State Attorney General’s Medicaid Fraud Control Unit, the New York State Department of Health, and many other government agencies, commercial payers and private parties. He has been counsel on some of the largest Medicaid audits and investigations in New York State history. Peter also advises his clients on sophisticated health care fraud and abuse issues, including those involving the Federal and New York State Anti-kickback and “Stark” laws, as well as civil monetary penalty issues, that arise in the course of both potential transactions and existing relationships.
Upon graduating from law school, Peter worked for Rogers & Wells in Manhattan, where he concentrated on civil litigation. He then worked for the white-collar criminal defense firm of Morvillo, Abramowitz, Grand, Iason & Silberberg, P.C. also in Manhattan, before moving his practice to Garfunkel Wild, P.C. in 1996, where he specialized in health care compliance, audits, investigations and regulatory matters.
