Frank provides all aspects of environmental, zoning, and land use legal services to companies, developers, and municipalities throughout the State of New York for a variety of projects.
Frank also handles all aspects of environmental and land use litigation before federal, state, and local courts including CERCLA cost recovery actions, NY petroleum spill claims, Article 78 proceedings regarding SEQRA and zoning matters, code enforcement cases, and other land use claims such as private lawsuits concerning lakeshore flooding. He defends clients in administrative proceedings before EPA and the NYS Department of Environmental Conservation concerning petroleum spills, hazardous waste cleanups, wetlands, and Clean Water Act, Clean Air Act, and Safe Drinking Water Act permitting issues. Frank was the Town Attorney for the Town of Rush, County of Monroe, for over 20 years, and is currently the Town Attorney for the Town of Victor, County of Ontario. Frank also assists various municipalities as special counsel on large-scale alternative energy projects, the consolidation of sewer and drainage districts, and landfill closures.
