Edward’s practice encompasses the full range of tax-exempt new money and refunding bond financings, including general obligation bonds and revenue bonds. He has extensive experience in guiding bond issuers, underwriters, borrowers and bond purchasers on projects involving healthcare, education, single- and multi-family housing, tribal bonds, transportation, airport, solid waste, infrastructure, environmental and public power facilities. His over 30 years of public finance experience includes hedges, investment agreements, reissuance, and other arbitrage, allocation, expenditure, rebate and post-issuance compliance issues and procedures.
Edward has served as tax counsel on tax-exempt financings on bond financings undertaken by the Dormitory Authority of the State of New York, the New York State Housing Finance Agency, the New York State Environmental Facilities Corporation, the New York State Thruway Authority, New York City, Nassau County, New York and Suffolk County, New York. In addition, Edward has served as tax counsel on financings for projects conducted through industrial development agencies, municipal housing authorities, water and sewer authorities and local authorities and agencies throughout the United States.
Edward’s practice includes tax controversy proceedings before the Internal Revenue Service (IRS), including defending audits of bond financings, securing private letter rulings and voluntary settlements. He also advises on tax issues relating to 501(c)(3) institutions.
