Jeff leads the nationally recognized general obligation bond practice at Harris Beach. He is an experienced public finance and municipal attorney who has acted as bond counsel, underwriter’s counsel, issuer’s counsel or insurer’s counsel on thousands of general obligation and revenue bond issues in New York and Connecticut. Jeff also represents numerous 501(c)(3) borrowers in connection with revenue bond financings through the New York City Industrial Development Agency, Build NYC and other local development issuers throughout the state of New York.
Jeff has a diverse legal background that includes roles in Big Law, at a boutique firm, as in-house counsel, and as founder of his own New York City firm, The Law Offices of Jeffrey E. Storch. He brings over 22 years of legal experience representing New York counties, cities, towns, villages, school districts and municipal corporations. At the state level, Jeff has been involved in a multitude of New York State Environmental Facilities Corporation transactions, including financings with the Dormitory Authority of New York State and the New York State Housing Finance Agency. Jeff is also counsel to the New York Liquid Asset Fund, a municipal cooperative investment fund for local governments and school districts. In addition to public finance, Jeff has extensive experience in real estate law, election law and municipal law.
